Get New Users from Office 365 action missing in v19.1?

Was the function to "Get New Users from Office 365" removed in BC 19.1? It used to be under the actions menu of the users list page but no longer there. 

The "Update Users from Office 365" action is still there (under process menu) but this takes much longer to run.
