Hi,
it depends on what you mean. For example, if you create a report which displays accounts as a main entity and contacts as a related entity, you will still be able to change the filters on those two entities every time you build a report. Those will be standard CRM filters, though (same kind of filters you can define in the advanced find)
I don't think you can pass any other type of parameters and/or define the filters somehow else for the reports built with the out-of-the-box report wizard
