Identifying a segment from an external list

I am very new to dynamics... so please forgive me if I use incorrect terminology.  I need to create a marketing list.  The only way to "segment" the list is through an external csv file. 
Meaning... the records in my excel file is the group I need for the marketing list.  is there a way to use the excel file to query the records needed for a marketing list?

    Hi Holland365,

    You can create one custom field to flag these records from csv file

    1.Add the column and set one value in the file and import the file to update records in the dynamics.

    2.Then you can use the custom field to filter records, you can get records you want.
