partner portal application is grey out when using partner portal dynamics custom

im using partner portal as custom dynamics 365. as of now everything is working fine but the clients are not able to submit their partner application form it is completely grey out. please see attached picture. is there any advise to solve this issue?

    Not found detailed information about partner portal.
    Maybe you can check current web page in the Portal management app or editable mode.
    Check all security permissions:
