Is anyone using D365 Project Operations for managing contracts with holdbacks?

Is anyone currently using Project Operations to handle all types of contract requirements, i.e., to include holdbacks on contracts? An example of this would be that we have a Services contract where 10% of a Fixed Fee contract will be "heldback" until a specific condition is reached, i.e., customer confirms they are happy with the implementation. TIA!
