Store in differents states on usa : one legal entity for all the usa or one legal entity by state ?

Hello to all the community !

We plane to open some stores around the world with D365 Commerce.

Set up of taxes if a main point of the conception, as on the usa each state has many kind of taxes. 

So i m asking, can i plane to create only one legal entity for all USA, or should i create one different for each store in a different state ?

Taxe is the main issue, but perhaps is their some other.
