If you have a fixed price project, you can only send on-account invoices (milestones). If you are not using a fixed price project, can you then tell us what setup you have and what steps you did to get this error?

I am using Fixed price project and during customer advance from Manage>Customer advance i am facing this error, as per your statement you said only on-account invoices, so how can we tackle the customer advances in this (Fixed-Price Project) case, could you please advise.

This feature is disabled in version 10.0.31 you can check and issue on LCS.
There is possibility to get a new feature in near future as per below update from LCS:
In the meanwhile, business can create a separate milestone as Advance Invoice, but we can not deduct that advance from remain milestone. It means entire contract value will be Advance Milestone + Regular Milestones.
