License to develop on Dynamics 365 Sales SaaS

Hi, 

What is required to develop solutions for customers on Dynamics 365 Sales Pro/Enterprise SaaS?

We have a number of MSDN licenses for the Visual Studio work. 

What I don't know is what we need to customise Dynamics 365 Sales. Does each developer need a license? Or do we set up a sandbox and we can have as many dev/test users as we need on the sandbox and customers have paid full license to access the main instance?

    Microsoft offers a Developer Program, please follow the on-screen instructions here:

    Let me also answer your queries in the same order:

    • You need a Dynamics 365 (Power Apps) environment to develop your solution. Either you can have your own sandbox (paid or using developer program) or go for a Trial environment (for 30 days). In trial, you can have up to 25 users and it comes with Power Automate Free. Once a trial is expired, you can register a new one (free) but it you need to set it up again. If you renew existing trial, you will be charged.
    • Microsoft Dynamics 365 Customer Engagement (Sales, Customer Service) is part of Power Platform. You need to build your solution with combination of Power Apps Model Driven Apps, Microsoft Flows, Dynamics 365 Processes, Plugins and JavaScript/HTML. Depending on your need, you might use one or more tools mentioned.
    • You can use Visual Studio Community or Licensed to build Plugins or Custom Code Activities. There is no additional license required for Visual Studio.

    You also need to submit an offer to Microsoft to upload your solution to App Source (which is reviewed as per guidelines):
