Hello,

For many opportunities we have customers that do not want an ERP system but an application that we can build easily with Dynamics 365 F&SCM (X++, SSRS, PowerBI,...).

Did you ever think about Microsoft Dynamics 365 F&SCM as a development platform? I mean that Microsoft release a new product that contain only basic functionalities (workflow, users, alerts, ...) and let us build new applications that are not ERP/CRM.

I didn't hear any cases to use F&S as development platform though I think you can do it. But it maybe better to use other PaaS solutions (Webapps, Functions) not SaaS solutions (Dynamics 365) if you fully customized.
