COA, customer, vendor and item were imported but this error occurred before balance was imported.

What exact version of GP are you migrating from? What is your specific tenant name that you are importing to? (URL, You can send this to me in a private message if you prefer).

I thought I've applied needed June hot fix for GP2016 RTM but version seems 16.00.0552(R2).
Please check this image in detail.

Thanks for the updated info. Looks like you're on the latest 2016 update released just last week. I'll test with this and see if something changed.
Closing the loop on this. We worked offline and I believe the issue was resolved by simply testing in a new company.
