I have a field with a plus sign on the system, what does the plus sign mean?

This field is related to the fiscal year which automatically appears as 16 whenever we create a new opportunity.

How do I change it to FY 17?

The plus sign (blue on the top right corner of the field) means "Business Recommended." It means to recommend the user to maintain the data but not mandatory (which would be a red asterisk instead of the + sign).
