Do you mean inserting the links of the topics which can jump to the specific topic by clicking them?
If yes, you can achieve it with the HTML designer.
For example, link the Topic 01 to the text block of it.
You can use the HTML something like the following snippet.
Topic 01
Topic 01
0101010101010101010101010101
