I am in a situation where customer wants to production pick whole pallet rather than the picking quanity generated by production order. For example, if the picking quantity is 400 and raw material pciking work is created for 400 and when the users goes there and finds that they have 1000 in whole pallet and he doesnt want to break it to pick 400. He wants to pick whole pallet of 1000.
Is there any option where he can override the quantity suggested by work and then pick whole quantity in the location? what are the workarounds available?

Have you tried "Material Picking in license plate locations" field on released product form.
I think this parameter is the solution for your scenario. you don't have to create special location directives or unit conversion.
just select "staging" criteria.
work line will be created with 400 after release production order. But when you pick the item with mobile device and scan the license plate ID system will pick whole license plate as 1000 qty.

I have addition information on the requirements. Users are not keen in using full L.P, they are more keen in changing the quantity they want to pick. I could be from a partial pallet or it could be a full pallet. Rounding up functionalisty will not work for a loose quantity.
What do you think? Can I use the new fundtionality "Replenishment of the max storage capacity"?

So to come back to your initial example you have created raw material picking work for 400 components. Warehouse worker opens/starts the work but notices that 1000 items are part of the pick location. Instead of picking 400 components he would like to pick the entire pallet to prevent broken/partial pallets.
As per standard D365 the override pick option [https://cloudblogs.microsoft.com/dynamics365/no-audience/2015/11/25/over-picking-in-dynamics-ax-2012-r3-cu10-for-sales-orders-and-transfer-orders/] via the scanner is not available for raw material/production pick activities. An alternative for raw material picking work which was released is the following: community.dynamics.com/.../rounding-up-work-for-raw-material-picking-to-the-nearest-handling-unit.
Since the latter will not work for your BOM scenario in my opinion and since there are no other strategy options as part of the raw material picking location directive I suggested the other replenishment alternative earlier. In this scenario it's true that the pick quantity is system driven instead of driven by the warehouse worker who overrides the pick quantity. The system will make sure that it will already create picking work based on the full LP quantity which is part of the pick location this to also prevent broken/partial pallets.
Agree that it's really a workaround but hopefully that it helps to prevent any potential modifications.

I think you got wrong with my issue. Sorry for the miscommunication.
My picking requirement is based on the BOM requirements. It says 400. But workers doesn't want to break the pallet on the location suggested by Picking work. They just want to carry while pallet and place it in production floor.
Basically they want to override the quantity to whole pallet quantity. How can we do that?

As you probably noticed, the raw material picking operation doesn't allow you to use a strategy of round up to full LP pick.
What if you use the following alternative. Configure the initial raw material pick location for certain items. In case the pick from this location fails (probably on purpose in your scenario) a demand replenishment action will be triggered from your bulk/pick location. Make sure that your replenishment put directive is directed towards the kitting location. Last, make sure that you use the the round up to full LP strategy as part of your setup.
