Yes, these emails are almost sent at same time.
You can check the delivered time of each contact in marketing email > Insights > Delivery > Delivery details > Sent/Delivers.
Question 2:
It depends on Marketing email messages quota, which is equal to ten times our marketing contacts quota.
If there are only five marketing email messages left this month and you run a customer journey to send marketing email to ten contacts,
then emails to any five of them might be blocked.
You could contact to the sales team to confirm the actual impact.
