Setup users with Windows 7 and Windows 10 PCs with Outlook 2013 Dynamics addin via Dynamics | Security | User. The addin either displays in Ribbon or in email. It's not consistent the location of the addin. We'd like all the users to have the Dynamics Outlook addin located in the Ribbon. What determines it's location?

The Dynamics 365 App for Outlook, which is an Office add-in, can be experienced as a task pane in Outlook 2013 with build 15.0.4805 and above. The Outlook addin setup via Dynamics | Setting>Security>Users> searched for desired user name>select user name> e-mail access configuration>user name>Configuration Test Results: all the following fields have "success" value: incoming email status; appointments, contacts, and tasks status; outgoing email status | Synchronization Method: Server-Profile = Exchange 2013
I'd like to know what determines where the addin icon is displayed. We have Windows 7 and Windows 10 environments with Office 32 bit and Office 64 bit, all patched. Some pc's I log into display the Dynamics addin icon embedded in email, other pcs show in the Ribbon. Screen shots below.
Not fully sure if I have understood the question. If you are talking about "Dynamics 365 for Outlook" addin (aka Outlook Client COM Addin), the corresponding User Interface elements (e.g., "Track" buttons etc.) will show up in Outlook Ribbon, CRM nodes (Sales, Services etc.) will show up in the left navigation pane. Additionally when an email is opened in a separate window the ribbon elements will be there.
From "the addin either displays in ... email", it appears you are referring to the "Dynamics 365 App for Outlook" which is different from Outlook Client COM Addin and is a newer product.
If you could provide some screenshots, additional details, we should be able to give you the right answer.
