is it possible to update accounts using a simple import from csv

If you were to get an export of your accounts from CRM, and check the "Make this data available for re-importing..." checkbox, then you could copy/paste your changes from your CSV to your export and re-import when you're done. This would allow you to update accounts through an import.
Otherwise, you can't import your CSV as-is. You'd have to use other tools, like Scribe (http://www.scribesoft.com/) to import a CSV.
