You are confusing me with the last sentence. If you already have a personal VM, why would you need to have another one?
At least if you are affiliated with a partner or client with active licenses, there is an option to download a VHD, deploy a VM on Azure, or (if capacity available on Dataverse) create a new UDE environment.
The VHD and VM have Visual Studio pre-installed. In case of a UDE envrionment, you can install Visual Studio locally, install Power Platform dev tools and connect to an environment to get started.
