Permission to allowing email templates to be converted to organization.

As a System Admin I have the ability to convert an individual email template to an Organization one... How do I grant this access to users? I can't find the security role permission at all.

AFIK this is controlled by the 'Publish Email Templates' privilege on the Core Records Tab in the Misc Privileges section.
