Abdul,
I am not sure if you can configure Azure scale set for AX AOS servers. However, you can make use of High availability feature. You can find more details here -

Hi Abdul,
Dynamics AX 2012 has not been designed to work as a service. Technically, you can try to setup some auto scale, however, I wonder if this will be working as expected. Does the customer have enough server licenses to add new AOS machines?
If you need help on the Azure scale sets, you can probably better ask your question on the Azure forum. azure.microsoft.com/.../
It may be able to set up technically but not sure if it is supported scenario in Dynamics Ax2012 R2.
You should be careful to test your environment before running it for actual business and might be able to ask MS support to check if this scenario is supported by AX 2012 and there is any limitation and known issue.. etc.
