PTO Manager - Hours Pending not correct

I am doing some testing to determine which method we should use for vacation tracking and when I set up an accrual schedule with a Range based on - Years worked and Maximum Hours Based on - Per Year - Variable as seen in the screen shot,

I am getting inaccurate values on Hours Pending.  I ran two test payrolls and get 240 hours in the Hours Pending field.  How is this possible?PTO.PNG
