Yes, it should include full finance too and also supply chain management, etc..
Commerce is still in Preview, so we do not have a lot of information about it yet.
I would recommend to request a preview (click Preview button): dynamics.microsoft.com/.../
And when you are contacted by Microsoft member - ask about finance, etc.
