I have an issue in workflow change request case , if workflow has 3 steps , in the third step request changed to submitter , when submitter resubmit request , Workflow go to user how did change request not for the first approval of workflow ?

Like Ergün mentioned, your scenario might require a customization. Details are indeed kept as part of the workflow message history. However, how likely is it that external auditors will agree with a customization? If the third person requests for a change, the complete document could be invalid and for that reason, it should usually start with the first approver again.
E.g. if it is about a vendor invoice with multiple lines and managers need to approve costs for their department. If there are two approvals and the third person asks to allocate more costs to one of the other departments, then for sure the approval should start from scratch.
I haven't been dealing with workflows for a while, it is necessary to examine how data is kept in tables, but I think it is possible to get the resender from tables. Or the level can be kept at each confirmation.
With this information, a new condition can be added to the worklow and automatic approval can be given for the steps that were approved in the past.
Of course, this requires development. Maybe there is a way to fix the problem without the need for development. Let's wait for the answer of the consultants, (I'll have learned too).
