Purchase Order Generator with Microsoft Dynamics GP 2010

Setting up PO Generator for the first time,  item resource planning is set to "Use PO Gen", and Order Point qty = 225, no Up-to Level. 

Quantity on hand for item/site = 0

PO generator is suggesting 1500.

This is happening on many, many items, any suggestions??
