The workflow doesn't go through previous approval nodes once requestor resubmit.

The workflow :
User A submit the PO -> Approval step 1 (user B review) -> Approval step 2 (user C review) -> Final Approval step (user D review)

1) If user D rejected the workflow, and user A made some changes to click [Resubmit] button, the workflow process should not start from beginning, it will go to the final approval step directly.
 
2) If user D rejected the workflow, and user A made some changes to click [Submit] button, the workflow process should start from beginning, 
 
Please advise why different behaviour it is. Also, why does different button will be shown once request is rejected.
for example , PR is shown [Submit] button. PO is shown [Resubmit] button.

    The different behavior between Resubmit and Submit is due to workflow configuration and approval tracking in D365:


    1. Resubmit (PO Workflow) → Sends directly to final approval (User D) because the system remembers the rejection state and allows partial resubmission.

    2. Submit (PR Workflow) → Restarts the workflow from step 1 (User B) as it treats the request as a new submission.

    3.  

    To modify this behavior, check workflow configuration and resubmission settings .

    Let me provide further clarity here with standard MS article.
     
     
    Let me explain this with two simple scenarios, because I know it can get a bit confusing whether the workflow restarts fully or just from a certain point. And yes, this works the same way in both Purchase Requisition and Purchase Order workflows.
     

    Scenario 1:
    If the workflow is rejected at Approval Node 3 – Step 1, once the originator resubmits, it will go straight back to Approval Node 3 Step 1 for approval. It won’t go all the way back to Approval Node 1 or Approval Node 2.

    Scenario 2:
    If the workflow is rejected at Approval Node 1 – Step 3, then it will restart from Step 1 of Approval Node 1, because that’s the first approver in this approval node.

    So basically, if a rejection happens inside a node, it restarts from the first step of that node. But if it happens at a higher-level node, it restarts from that node itself, not from the very beginning of the whole workflow.

    That’s also the main difference between setting multiple steps within a node vs. having multiple nodes—steps loop within the same stage, while nodes are treated as separate approval stages.

    Further, if originator recall the workflow, then it always come to draft stage and after submission, it starts from start of workflow.

    Both PR and PO workflow are defined as scenario 1 but their behaviors are different.

    Can you please share the screenshot of workflow designer for both PR and PO? 
     
    By looking at the same, we might be able to assist further. 
     
    In the question, it is mentioned in second point that "Submit" Button is available it means it has been recalled to draft stage. So it will start from beginning. In first point, status would be "returned" which shows Resubmit button, which works as per Scenario 1 as explained. 
     
    I hope the below settings will be same in both PR/PO. and validating with same type of actions reject/request change.
