Year end inventory

Dear Folks:

I am a newbie here at NAV.  My company is using a bin inventory system for about 17 m in inventory.  I am now in charge and new to this company.  We are about to start a year end inventory count.  In years past we have been freezing NAV and then counting everything and at the end of the count, uploading the changes through the cyclecount process.

The problem is we have alot of inventory that is not in the correct bin, illegal lot numbers etc.  I know we have poor materials handling procedures.   I want to be able to run a test inventory count.  Can I do this within the inventory or financial module and review the results without freezing NAV thereby allowing me to change locations etc.

My IT guys are telling me I cannot calculate and print my inventory count sheets without freezing NAV because the counts are done by Bin.  I have never seen a system that would require this before.  In addition, cant I unfreeze NAV after they are printed and make changes, then freeze it and upload the changes after everything is either moved or quantities adjusted?

Any help would be appreciated from a desperate newbie.
