User goes to change the price for an item on the item price level screen and all they do is change the price, as soon as they tab passed the price field they receive this message "Duplicate quantity ranges cannot be entered" They are not trying to enter a new price quantity all they want to do is change the price. There are no duplicate records in the IV00107 or IV00108 tables.

Have you also checked IV00105.. which is also affected as it holds the currencies for the item price list.. Other than that I could only see a custom trigger or something like this throwing such a message (or a modified form ?).
In IV00108 the following fields are part of the PKI :
[ITEMNMBR] ASC,
[CURNCYID] ASC,
[PRCLEVEL] ASC,
[UOFM] ASC,
[TOQTY] ASC
A typical entry would hold usually unlimitted in the TOQTY field ..
