Notepad (HR & Payroll) is available to every user

I created a very basic security role in GP without access to any HR & Payroll operations. I assigned this role to a user, logged in, and found that the HR & Payroll "Notepad" could be opened. I checked other security roles without HR & Payroll access and the Notepad window was available to them too. I used the Support Debugging Tool's Security Profiler and found that the window is not included in any of our security tasks, which left me scratching my head. I then created a security role that had no security tasks assigned to it, assigned that role to a user, and logged in as that user. The user still had access to the Notepad window. Does anyone know why this is and how it can be fixed? Thanks!

PS - the classification for the Notepad is interesting. A link to launch the window appears under HR & Payroll "Cards", but security wise it's considered a "Report".
