We need to have a third party Azure Application User setup tied to their Dynamics 365 back end. We can generate the Azure App registration and assign a CRM User as Dynamics 365 system administrator but can't get it to synch/create an Application User in their setup. There are a number of them there as used by other CRM Applications but there is no option to add an Application User that matches the needed fields. It is our understanding there should be a Form available after you go to Application Users and hit new, that should allow us to enter the Application ID and have it bring in the other keys.

Hi,
Since you are on an online environment, you will always have to create a new user from the AAD and then assign a CRM license at least once, to have access to a new user inside the CRM.
For the application user, since you can have one configuration per available user, you will have to create X users for X applications and configuring properly the details in the Application User form as you mentioned.
