Personalization Vs Permissions Hiding Buttons

Need help. I have a user with the Shipping and receiving profile that does not have the two buttons Purchase Orders and Purchase Return Orders. What you see below is a test account where in personalization I hid the buttons. When I go to his account and go into personalization he does not have the buttons greyed out like this in order to 'unhide' them. My question is, is there something in permissions that would hide these buttons in this way? 

How do I go about diagnosing the source of the difference between my test user and the actual user not having the buttons to unhide? I don't want to clear the personalizations because then I would have to recreate everything only to find out that the buttons still are not there.

    I narrowed it down to being a permissions issue and not personalization issue

    Hi Bob,

     Are you running BC On Prem on OnLine ?

     Please confirm if user reporting the issue is using a trial or paid license. Run same action on a different browser in private mode (incognito) and let me know the results.

    Online, full license. Found the issue. If the permissions to the page is not available then the button is not available either.

    Choose Modules →   Accounts Payable →   Vendors →   All Vendors from the Finance and Operations navigation pane.

    The Vendor List page appears, displaying all vendors.

    Click any vendor ID in the Vendor Account column (the first data column in the list).

    The Vendor Maintenance window opens (by default) to the General section of the vendor master data record (row) you clicked.

    Click the General section heading to toggle that section, first hiding and then showing the fields in that section.

    The General section collapses, hiding the fields in that section.

    When you click General again, the section expands, displaying the fields, such as Vendor Account, Name, Search Name, and Group.

    Right-click anywhere in the General section.

    The Form drop-down menu appears, displaying choices such as Form Information, Collapse All, and Expand All.

    Select Personalize: General from the drop-down menu.
