Hello,
I am new to F&O.
we are planning to integrate our Product with F&O. but it is not for specific F&O user. Any F&O user can buy this. till now I was testing on VHD. now If I want to start development what should be the flow ? can anyone explain steps by step ? Regarding development environment and then how we can make it available on clients environment? I understood that at last we will have deployable package. what is the process to deploy on clients environment ?
from Microsoft Doc site I am not getting exact idea. can anyone explain this steps who has this type of experience ?

You can create a deployable package on a development environment and then Upload the deployable package in your LCS Asset Library.
Have you read this MS document.

Apply a package to a production environment by using LCS:
docs.microsoft.com/.../apply-deployable-package-system
As per my knowledge We can create only new environments from LCS.
Lets suppose You are my client and want to use functionality I have developed in your F&O Environment. So can I add your Environment in LCS. or I have to give you that Deployable Package ?
You should aim to get your solution to AppSource. Make sure you consult Requirements for publishing apps on AppSource.
Regarding builds and such things, check out MSDyn365 & Azure DevOps ALM.
At the end, you'll give clients a deployable package that they can deploy to their environments. You don't control their environments.

What do you mean by your product? And what package do you want use to deploy?
If you want to use external web service, you could have a look:

Will,
By Our Product I mean, third party app which will in short communicate with F&O to get some data or to add some data(Records) using custom services.
For that we have to create some extensions of forms and will customization forms as per our need and will create some custom services also. so this implementation F&O side will go to client as a deployable package.
