I have a next quextion. Is it possible to transfer best practices configuration to VSTS? If so, how can I do it, so developer could connect to VSTS and get configuration?

When you set BP rules you have to specify for which model (i.e. the BP settings are set per model). When you do set them, you should see a new file in packageslocaldirectory\thepackage\themodel\AxRuleSet called BPRules.xml. You can check that file into source control which of course will make VSTS sync it between developer boxes.
