Rate on salaried employees pulling from hourly rate

Through Time and Expense for Projects, I am entering time cards in Project Timesheet with Rate/Amt (TM.PTA.00).  For salaried employees it is calculating the hourly rate times the number of hours instead of prorating the salaried rate over the number of hours.  I must enter an hourly rate in the Employee Position/Rate Maintenance (TM.EPJ.00) even though Employee Pay Type is S1.  If the hourly rate is not populated, the Project Timesheet will not process. 

The help file specifically says for the True Labor Costing "For the Salaried – Exempt method, each employee’s salary for the week is spread across the time charged regardless of the number of hours worked. " 

In testing, I have noticed that Timecard with Rate/Amt Entry (TM.TEA.00) appropriately prorates the salary costs by the number of hours worked, but the Project Timesheet does not.

Has anybody run accross this issue before?  Is there any set up issues that I am missing?

    Actually, after some experimenting I figured it out. 

    I had to modify the setup screen to de-select 'Post timecards directly'.  Then go in and approve timecards.  The salary allocated properly when it went through the approval process.
