Dynamics On-Premises - Command Bar "..." button not visible on certain browser zoom

I support an on-premises dynamics instance and am receiving reports that some users are not able to see the "..." button on the command bar (which opens a list of additional options) by default on their browser.

The users report that they must reduce their browser zoom and then the button comes into view on the right-edge of the command bar. This is strange and difficult to recreate on my end as I can zoom in to 200+% on different browsers and the command ribbon adjusts to the zoom seamlessly, keeping the "..." in view at all times.

There has been some mention of users using CRM on Edge on tablet devices - would anyone know if this could be related?
