Hello,
Where are you migrating from?
On-Premise > On-Premise
If you are coming from On-Premise and are migrating to another On-Premise server, you can make a SQL backup of your organization and restore it on SQL server of the other Dynamics environment. Using the Deployment Manager you can Import the organization.
Online > On-Premise
If you are migrating from Online to On-Premise, raise a service request with Microsoft via https://admin.dynamics.com and request a SQL backup of your organization's database. Then restore it on SQL server of your On-Premise Dynamics environment. Using the Deployment Manager you can Import the organization.
