When trying to make the services go live in the marketing dashboard marketing page, segment, lead scoring is stuck in Going Live state.
Hi,
There has been a lot of feedback from users on this issue but no solution has been found to solve it completely.
So it is recommended that you create a ticket for Microsoft from your tenant.
Here is a post in which there’s a temporary solution. You can try it to see if it solves your problem

Hey there!
I fixed this issue by using the Bulk Data Updater from the XRM Toolbox. That did the job for me.
It's just a workaround. Meanwhile I found out that the portal authentication has expired. This could also be a reason. When I proofed that I will let you know.
