Is there a document to describe how does this KB should work? I see a new parameter in mobile worker form to allow adjusting inventory on user location but not sure what to do next.

I am trying to get my hands over this KB but the background is that you are not supposed to do any inventory adjustment on user locations before this hotfix.
What is means is that suppose you have a sales order work and you have completed the pick operation and not yet done the put operation so at this stage the picked inventory is on the user location and on that user from which the work was processed.
Now if at this stage you look at on hand you will see inventory on user location and if you now try to post a inventory adjustment for the item on user location AX will throw an error. I think after this hotfix is installed you can do adjustment on the user location if the parameter is enabled.
I am trying to get my hands on the KB and will revert finally after my testing.
This KB has been installed in a Test environment already and the problem is that I am not sure how to move inventory from user location to other locations such as storage locations since inventory is also physically reserved in user location and so can't move it via transfer journal in AX client. When going into the sales picking menu item, do not see options to move inventory from user location and hence the question. I figure there must be a process that needs to be followed such as creating a new work and log into mobile worker with that parameter enabled for that worker to adjust the inventory out of user location. Still trying to figure out the right process to do it and any document that details it is what I am looking for.
I am not having the option as of now once I have installed and tested myself I will get back to you for exact working.

Is this a the case where you have the "Pick" part of the work completed and "Put" yet to be completed? In that case, since it is linked to a Work ID which is "In-process" status, it may not allow you to move from USER location.

I think it is only designed for scenarios where something has gone wrong. For example, when you have Closed work, but inventory remains on the user location.
In the past, you would have to ask all your users to sign-off the hand helds, change the user location parameter, move the inventory, then change the parameter back. Now, you can tidy the inventory without having to do that.
Yes, it is used to clean up transactional errors that users picked some batches/LPs and then canceled the work and then inventory got stuck in user locations. However, the question is how to move it since the inventory is in user location but is physically reserved and transfer journal simply would not work. Any suggestions?
Normally the only thing that makes a reservation on inventory that is in a User location is Work. Are you sure the Work is Cancelled/Closed? What is the inventory on the LP reserved to?
Oh, sorry, I should add that once you have given a Work user the permission to 'Allow adjusting inventory on User location', you should use a mobile device menu item with a Work creation process = Movement to actually move the inventory off of the User location.
That's actually what I first thought but it didn't work. So, using the work = movement while inventory is in user location (work is not cancelled), the from loc/LP entry = user location which picks up the combined quantity 8 (example below) for the same item with 2 batches correctly and then press "move LP", WHS asked for the to loc. and so I enter a "to" location (storage profile location) and select ok, then got the error stating "can not move onto a user location".
Here is the background of the test example that I was trying to test;
picked item A qty 1
picked item B qty 7
before doing put to "stage", user decided to start it again due to various of operation reasons or errors:
So, user wants to move it back to storage profile locations and cancel this work. Use can't cancel the work at this stage since WHS would give out an error saying "the last closed work line must be put" (at least this is how is configured but for some reason sometimes some users were able to pick some and cancel line work lines and cancelled the work before the "put to stage" step which puzzles me- another mystery to be sorted out).

This is a AX 2012 R3 hotfix and kindly see the below problem and description from Microsoft for the Hotfix. It points to the same issue as shared by me as we often run into these issues as the work is stuck and you are not able to move inventory from user location.

"In cases where work gets stuck on the
user location, you currently do not have a good way to move the inventory back
to a regular picking location from the user location, as moving goods in/out of
user locations is not allowed for users.
However,
it still happens that work gets stuck quite often, so you need a way to allow
certain workers to be able to move such inventory.
Description:
The changes in the hotfix add a configuration flag in the Worker form, so that it allows you to move the inventory out of the user location.
The configuration option is not visible by default, and can only be added through personalization/extension to the form by an administrator.
I am in process to install the same hotfix for Dynamics 365 which is
