How to save custom VBA from Report Writer?

I am new to GP.  I have been tasked to modify some Report Writer reports.  Becuase of the complex conditions for the new field values, I chose to use VBA.  As long as I switch between Dynamics GP and Report Writer my VBA is saved.  However, if I exit GP and Report Writer entirely, I will lose the custom VBA.  Generally, I do not see a warning.  Fortunately, I know to Export the code to a package, so I have a backup.  Because I am using local copies of the reports, all the modifications the the reports, themseleves, are retained.

On occassion, I will get an error message, "The VBA project cannot be saved, because there are other users in the system, or the file is Read-Only."  Yes, there are others in the system.  I don't believe the file is Read-Only.  I always get this message when trying to Import the package back in.

Do I need to get everyone to exit GP before trying to save the VBA or is there another way?

This is GP 10.0.
