Create users in CRM Online programmatically C#

Hello,

I have a requirement to write a workflow and after some logic, I need to create users in CRM Online. Can we create users in CRM Online? I believe we first have to add user in office 365, assign license and then add to CRM. Kindly let me know how can we achieve this. Any help would be greatly appreciated. Thanks!
