How are service tasks counted on a primary incident?

Please help me understand how to answer this question.

A work order was created that included MRI Inspection as the primary incident. The MRI Inspection contains three tasks that need to be accomplished. Before the work order is scheduled the customer asks if the technician can also do a security camera inspection when on site. A security camera inspection incident is also added to the work order. The security camera inspection incident contains three tasks. Based on this information which statement below is most accurate?
A.    The work order will have 5 Service Tasks associated with it.
B.    The work order will have 3 Service Tasks associated with it.
C.    The work order will have 8 Service Tasks associated with it.
D.    No Tasks will be added to the work order. Only the total time of all tasks.

Answer is C but I am not sure if that is correct.

If customer signature is required for each incident, the answer comes out to be 8 service tasks.

MRI inspection = 3 +1 (customer signature) = 4
Security Cam Inspection = 3 +1 (customer signature) = 4
