Missing options in the Navigation List Builder

I am trying to add an "open form" action within the Navigation List Builder, but the form I am wanting to use - In-Transit Transfer Entry - does not appear to be available. From the transactions list this is found under Inventory -> In-Transit Transfer Entry, but under the Inventory Series of the Navigation List builder, the only forms available are the "In-Transit Transfer Lookup" and the "In-Transit Item Lookup".

Any ideas on how I can get the "In-Transit Transfer Entry" form into my action pane instead of just the lookup?
