I faced same issue in Multi Company Environment where script was always poining to one company (Database) regardless of the login of the user. I chenged ODBC from native client to SQL server. It resolved my issue.

Though a little unconventional, I agree with Jaganeedhi. You said 'user', but is that more technically 'workstation'? This kind of message may indicate the same modules are not installed on this worksatation. Doing a copy of a working workstation will often make the error go away.

Please confirm the workstation odbc is configured with correct server. And please check what are the modules installed in that work station. Better you copy and paste the installation folder from another work station.
See if Professional Services Tools Library is installed and initialized in that company. It may not be.
