The category of a business event is determined based on its source. Business events that originate from the workflow system belong to the Workflow category. For an example, you can use business events to trigger workflow approvals. Please check this link.
What kind of differences are you looking for here?
Workflows are used to get an approval for a document, like purchase order, timesheet and more. Business events are triggers which will send an event to an endpoint. An endpoint can be e.g. Power Automate, Azure Service bus and more. The triggers are defined with business logic in the application. An event could be triggered when you send e.g. a purchase order confirmation, based on an alert setting or when a workflow item has been processed.
So these two topics are completely different, however there is a connection that every workflow action (e.g. assignment, approval) can be setup as a business event.

suppose , in D365fo I have create a Custom workflow, which having 3 approval stages... So, each and every stage of approval when happened , then I can use Business events as a notification.
Is it correct?
For every workflow action, the business events will be created automatically. What kind of notifications are you trying to send out based on these events? Workflow by itself will be sending out notifications for approval. Correct?
Yes, workflow has already notification features with every actions then why I need again notification via business events?

You can use PowerAutomate to complete the workflow. Please check this link. All the steps to use the workflow business event are outlined.
The business events is optional. If the notifications are sufficient, you don't need the business event. However, it might be the case that you want to send an email to someone after approval. E.g. a mail to the finance director (who doesn't have access to MSDyn365) once a payment journal got approved by someone. Then the standard notifications are not catering for this. In that case, the business events can be used in combination with Power Automate.
