Is there any possible ways to download AX7 Virtual Machine with out partner and customer source.

No. this is not possible. You need to have access to Lifecycle services (LCS) to be able to download or deploy it. LCS access is tight to partnersource or customersource.
how to obtain access of LCS from partnersource? I have partnersource account. Please guide.

If you have a partnersource account, you can login to LCS with the same credentials. Note that you should login with your Organization account (not a hotmail or live account ) to be able to deploy an AX instance.
Yes i am logged in with partnersource account but when i create new project in LCS, i dont see values in dropdown for product, version and etc.
Is the account a mail address related to your organization or e.g. a Hotmail address?
Yes the account is related to my organization.
The organization account should also be known in Azure Active Directory. I think you can better contact Microsoft Support if you need further assistance as this is touching the contracts/security created by Microsoft.
