Is there a functionality on AX (user) to determine who deleted a posted packing slips or an unposted transfer journal?

Yes, it is called Database Log. You have to explicitly set it up for tables and operations you would like to monitor, and it will work going forward. Unfortunately you do not get log entries which happened before doing the setup.
Use it with care, since it can be a performance bottleneck if you have excessive logging.
I will proceed to have this set up and ascertain if it meets our requirements.
