I am in version 27 and I have activated the "Report PDF viewer" feature, but the old viewer remains.

I think a version update is just a change in function or layout, and will not make your original data disappear.

Can you check if following features are enabled:
-Enable Export on Report PDF viewer
-Enable Refresh on Report PDF viewer
-Enable Reload on Report PDF viewer
-Report PDF viewer
Have tried to check this report (Fixed asset bar codes) in Chrome browser? If it doesn't help, you can set "Pdf file" on legal entity level:

Check and I have all those features enabled. On the other hand, I also checked in Chrome browser and the old viewer is maintained.
When I generate as a pdf it looks fine, but my client wants to view with the new viewer because of all the options it has.

Sure, if I can't resolve the issue, we'll have to wait for a version update, with that the problem should be solved, I hope so.
