I have an interesting problem with what looks like a Css or Html issue, the headers on my forms seem to always cut off the names of the owners, see below:
is there any way to easily correct this?
I was also wondering if there was a way to have borders around each of the sections in a form, like a box to delineate them inside a tab.
Any help would be greatly appreciated.
That is the UI of the older version of Dynamics CRM. There is nothing you can change to the sections to show the borders around each of the sections in a form, like a box to delineate them inside a tab. It is going to be like that until your environment is upgraded to the later version.
Since you are still on the legacy web client, there is nothing much you can do with the header. If your instance is online, you can configure High-Density Headers as mentioned by Aakash Jain after the transition to Unified Interface.
What do you mean by "borders around each of the sections in a form"? The sections have a border in your current legacy web client, right?

You can check and verify if the header on the form is of High density as High density header should not have such issues
