For only specific users how to disable the "Search for Page or Report..." Light-bulb/paper icon?
Hello Ezra,
There are no customization\personalization options yet. They are coming in a future update. Even with that update I'm not sure if you'd be able to do this. That might need to be a specific request for a feature.

How can I restrict users from using this to access areas of the program that they should not have access to?
If there isn't a Permission Set that fits the scenario, you currently can't. If the users are only supposed to have minimal access you can give them a Team Member license.
