Dear Experts,
My batch jobs for Workflow seem stuck at executing stage and not progress.
I already changed the status from Executing to Waiting but it doesn't work.
Please help to advice,

Which environment are you using? Whether other batch jobs works or not?
I'm using UAT environment, other batch jobs seem have issues, a lot of them have actual date at 9/9/2021 9:08:45 AM but not process also.
If all the batch jobs have issues, maybe can try to restart service.

As it is already mentioned, if it applies to all batch jobs, try to restart batch services for this environment. If the environment is "Self-service", it can be done from LCS by environment manager.
Nb. You can troubleshoot the issue from "Environment monitoring" on LCS for this environment.
Try to activate following feature to minimize contention for batch jobs (Batch framework contention reduction):
