What would cause the Preference Center page not to load? (Compliance Profile)

Hello!
 
I've been using the Preference Center for my client, and recently I've been seeing this error message
What would cause this to happen and how can I fix it?

    1.Close the app, and open it again. If the problem still exists, try clear cache of your internet browser and reopening it again.

    Did you get this resolved? Also, when you were getting that error, did if feel like a timeout issue? Meaning the page would spin for 40 seconds and then show this message?  Then if you refresh it would start working for a while?
