Project Allocation through vendor invoice journal

We want to add a project allocation to vendor invoices for a specific project category.  This would be a set % or amount based on the total invoice line.  It would post the additional cost to the project and offset a recovery account.  This value would not be paid to the vendor.  Is this possible?

    If I understand your requirement correctly, you are looking for the vendor retention feature, i.e. withholding a certain % of the vendor payment in case the vendor doesnt fulfill its contract 100%.

    No, we are looking to "add" cost.  It would be similar to project allocations/recoveries.  We are trying to move the cost of a contractor using our equipment to the project level from overhead.
